Objectives and Tasks:

  • Contribute to the Diplomatic Mission in area of defense, serving foreign and defense policy Chile.
  • Represent correctly the Ministry of Defence of Chile in the Republic of Korea and increase the links between the Ministry of Defense and defense institutions of both countries and those represented in Korea.
  • Contribute to identify instances of technological development for the National military industry.

Rodrigo Fernando Pérez Castro

Defense, Military, Naval and Air Force Attaché

Captain Rodrigo Pérez was born in Valparaíso in 1977 and grew up mainly in Valparaíso, Viña del Mar and Santiago. He joined the Chilean Naval Academy in 1993, graduating as a Midshipman in 1997. After his instruction on the training ship "Esmeralda", he served as a junior officer on board different units of the Chilean Navy.

 Captain Perez is a Naval Electronics Engineer from the Chilean Naval Polytechnic Academy (2003), Staff Officer with a Master's Degree in Naval and Maritime Sciences (2017) and Academy Professor (2020) from the Chilean Naval War College.

 He also has a postgraduate degree in International Relations and diplomas in Humanities, Institutional Management, Senior Management and Corporate Governance. He is currently pursuing a Masters's degree in International Relations at the Pontificia Universidad Católica de Valparaíso.

 In 2005, he was part of the first crew of the frigate "Almirante Blanco Encalada" from its incorporation in Den Helder, Netherlands, where he served until 2010 as a maneuver, anti-aircraft warfare and electronic warfare officer. On board, he participated in several international naval exercises in the Asia Pacific and the Americas, such as RIMPAC, PANAMAX, UNITAS and Team Work South.

 Between August 2014 and August 2015, he was invited by the Royal Navy as a navigation instructor in the Flag Officer Sea Training (FOST) program in Plymouth, England. Upon his return from the UK, he led inspection and operational training work in joint programs between the Chilean Navy and FOST at the Navy Training Center (CENTARM) in Valparaiso until 2016.

 In 2017, he completed his undergraduate thesis in naval strategy in Southeast Asia as part of his Masters in Naval and Maritime Sciences at the Chilean Naval War College.

 In 2018 he received his first post as Commanding Officer of the Rescue and Salvage Vessel "Engineer Slight", developing support, rescue, and maintenance of maritime signaling, in accordance with International Maritime Law.

In 2020 he led the delivery and reception of the multipurpose vessel ATF 65 "Janequeo" acquired from Larsen & Toubro Shipyards in Chennai, India, and became its first Commanding Officer between 2021 and 2022. During his post, he carried out support operations for the Chilean Fleet, Amphibious Command and Naval Transport Command, as well as salvage of naval and civilian units in the centre-south zone of the Chilean coast. During the summer in the Southern Hemisphere, he carried out transport, maintenance and logistic support campaigns to Chilean and other countries' bases in the Antarctic continent.

Captain Perez has participated in a series of international exchange programs. He participated as an exchange officer in the Antarctic campaign aboard the Argentine Navy tugboat ARA "Suboficial Castillo" between 2002 and 2003; he participated in the 3rd Western Pacific Naval Symposium, Short Term Exchange Program for Officers of the Next Generation (WPNS STEP) at the JMSDF Staff College, in Tokyo, Japan, in 2013; he was a liaison officer with the Republic of Korea exchange student at the Naval War Academy, in 2017, He also participated in the Strategic Leadership Programme and Managing Defence in the Wider Security Context, Chile and the Wider Region, given by the Defence Academy of the United Kingdom, under Cranfield University, in 2020.

 In January 2023, he will be promoted to the rank of Captain and will assume functions as Defense Attaché at the Embassy of Chile in the Republic of Korea.

 He is married to Ximena (née Lazo), attorney-at-law, and they have two children: Francisca (9) and Nicolás (2).

RESPONSABILITIES:

  • Advise the Chief of Diplomatic Mission in defense issues.
  • Participate in protocolar and professional activities with the Ministry of Defence of the Republic of Korea and friendly countries represented in Korea.
  • Develop activities to strengthen ties between the Defense Ministries of both countries, Chile and Korea, and dependent institutions.
  • Coordinate the link between the Joint Chiefs of Staff of both countries, Chile and Korea and their own armed forces, in all areas of military competition.
  • Coordinate exchanges between institutions of the Defense of both countries, including the areas of personal, professional, academic and sports.
  • Search and participate in activities related to technology development, oriented to the military industry, identifying and narrowing ties with companies of national interest.

Bachelor in Hispanic Philology at the Hankuk University of Foreign Studies in Seoul (1985-1989). Diploma in Spanish Philology at the Madrid Complutense University, Spain (1989-1990), English as Second Language at Vancouver Lincoln College (2007-2008) and Douglas College, both in Vancouver, Canada (2013). Past work experience as Administrative Secretary in the Embassy of Costa Rica in Korea (1990-1991), in the Consular Section of the Embassy of Guatemala in Korea (1992-1996), Administrative Secretary in Cosko Consulting Ltd., Seoul (1996-1997) and to the Embassy of Chile in Korea : Consular Section (1999) and as Administrative Secretary of the Defense Attaché (2000-2006). Teacher of Spanish Grammar in Dr. Yang Educational Institute, Vancouver, Canada (2010-2012). She speaks Korean, Spanish and English. She is rehired by the Embassy in 2015.

RESPONSABILITIES:

  • Coordinate the official agenda for the Defense Attaché, serving as an assistant.
  • Organize and manage social activities and protocol affairs.
  • Advise to the Defense Attaché in administrative and accounting matters.
  • Interpretation and Translation.
  • Contacts with authorities of Korean Armed Forces.
